    Probably an alt or a bought id, check his postings there is allot of a gap in between and only one or two posts in a month just keep the activity running. Definitely a ponzi scheme which is planned well to scam more people from here. Better to stay away from these type of sites.

    How about 80:20 rule (or sometimes called Parreto rules)? It's good option for managing bandwidth. Obviously 80% goes to your full nodes and you need to measure maximum/average bandwidth first. OP already use iptables to limit his full node client's bandwith though.
