There could be several reasons:
Do you have the same components as Red Panda? CPU, Mainboard, other components...
Maybe the power supply?
Are you using 230 V or 110 V?

Interesting comparison. What CPU are you using?

A bit OT but, 25watts is pretty good.

I'm already using an Athlon 200GE which is described to idle at 35w but i'm pulling in 45w at the wall from CPU alone. I've only undervolted the cpu to just -0.1mv dynamic core voltage tho.

I'm getting

330Mhs with 740-750W (Depending OS) in the Wall:

5 x 5700 XT (4 Micron + 1 Samsung) (Personal Bios MOD + Tunning OC)

2 x 1600 Super

With a i5 7400

AMDs shown powerdraw is sadly not perfect.

1. Deactivate all you dont need in the Bios
2. Use a T CPU, like G4400T 4560T
3. Use a passive heatsink --> Arctic Alpine 11 / 12
4. Modify the Bios of the GPU and check the set voltage and the in fact voltage.
go as low as possible for each card.
5. Go for a NICE supply unit.
